This thematic briefing provides the European Parliament’s Committee on Transport and Tourism (TRAN) with an overview of the repercussions of the COVID-19 pandemic on EU freight transport, as well as policy recommendations to address the challenges emerging from the crisis. Among others, the study authors recommend that EU policy makers should draw up plans that offer specialised funding for all businesses intending to invest in digital technologies and skills. At the same time, the EU should devise clear regulatory frameworks that allow companies to invest in digital solutions with a high degree of legal certainty. Further recommendations address e.g. state aid, guaranteeing the international free flow of goods, or harmonised policies for urban and rail transport at the city and at regional and national levels. The European Commission invites interested parties to reflect and contribute on the transition of the mobility ecosystem, covering automotive, waterborne and rail supply. The Commission is now asking companies across the sector, public authorities, social partners, research organisations and all interested parties to express their views on how the mobility ecosystem can accomplish the green and digital transitions, while increasing their resilience. They are all invited to help better define the costs, needs and conditions to accompany the transformation of the industrial mobility ecosystem. Based on the consultation results, the Commission will organise further meetings with stakeholders in the course of 2022 to deepen the discussions and finalise the transition pathway for the mobility ecosystem. Through this process of co-creation, a jointly agreed plan will be finalised in 2022. The consultations run until 31 March 2022. The practical test is to be completed at the end of this year. In the past few months, there have already been line trips in Germany and coupling tests at marshalling yards.
